For this quest, you will need to complete 10 World Quests found within Suramar. At any given time, there are only likely to be 6-8 world quests available, so this can't be done in one visit. Once you have completed all 10 world quests, return to First Arcanist Thalyssra in Shal'Aran to turn in this quest. This is the first quest for thea An Elven Problem quest line for the Insurrection Legion quest achievement.
