"I can confirm that declining the offer doesn't affect freelancer stats. Feedback can only be left if there was an official contract in place."

So, no... it is not bad to decline an offer on Upwork. In fact, it is important to decline offers that you are not interested in or that you are not qualified for. This will help you to avoid wasting your time and the client's time.

If you do decline an offer, some things to keep in mind:

Be polite and professional.
Explain why you are declining the offer.
Offer to help the client find someone else who might be a better fit.
Thank the client for their time and consideration.

Always try to leave a good impression even if you're declining an offer. If a client presses you, be firm but always polite. You have every right to decline an offer just like they have every right to decline your proposal. And they can't "get back" at you just for declining their offer.
