The real answer is yes and no. A client can actively decline your proposal and, if they do that, you will get a notification letting you know that they declined your proposal.
But that rarely happens.
Instead, they'll hire someone else and the project will eventually get closed... and you'll find out that way. Or, most common, you simply won't hear back from the client.
So, it's a bit tricky... but that's just the truth.
And look, I know it can be disheartening to get your proposal rejected, but it's just a part of doing business as a freelancer... especially on Upwork. Not every proposal will get accepted.
It doesn't mean you're the worst person ever and will never get hired. When a proposal gets declined, ask for feedback, learn from it, improve, iterate... and, most importantly, keep submitting proposals. If you just keep at it, you will start landing clients on Upwork.
