Once you accept this quest, you can speak with Chief Telemancer Oculeth standing in front of Arcanist Valtrois and have him teleport you to the Ley-Ruins of Zarkhenar in Azsuna. Once you arrive, speak with Arcanist Valtrois, who can be found in front of you. This quest becomes available with the Crafting War quest line for the Insurrection Legion quest achievement, but is not actually required to progress through the achievement-related story.
