Head to the lower tier of Felsoul Hold, which can be accessed in the southwestern part of the region. With your Fel-Vulnerable Withered in tow, use the quest-provided Withered Targeting Orb on Volatile Fel orbs that float over lava pools. Since you have 3 Fel-Vulnerable Withered following you, you will have to make your way to 3 Volatile Fel orbs and use your Withered Targeting Orb on each. This quest is fairly quick and easy once you know where to go. After 3 Fel-Vulnerable Withered are exposed to the fel energy, 3 more will spawn a few seconds after.
