For this quest, find friendly Desperate Refugees within the Artisan's Gallery and Shimmershade Garden of southwestern Suramar City. You will need to right-click these refugees to get them to follow you, then lead them to a small building just north of the Waning Crescent. Once you lead the NPCs inside the building, you will receive progress for rescuing them. Note that you can have more than one Desperate Refugee follow you at a time and that right-clicking a Desperate Refugee while Nightborne enemies are nearby will break your disguise, and they will attack you.
