According to law of inertia a=0 iff F=0. This criteria is used to classify reference frames and accordingly these are inertial and non-inertial frames. The unaccelerated frames are inertial while the accelerated frames are non-inertial. These facts have been explained in detail. The concept of reference frame plays a crucial role in dealing with the problems of classical mechanics.
