South Sudanese oil refinery to start exporting to East African nations

The South Sudanese government has announced its plans to start exporting refined petroleum products to its fellow East African Community nations. Located in Unity State near Juba, Bentiu Oil Refinery has faced several setbacks, including flooding, the pandemic, and technical issues. The refinery’s owner is Safinat Nilepet (SNP) Group, a joint venture between Russia’s Safinat Group, which has a 70% share in the company, and South Sudanese state-owned Nilepet, which owns the remaining 30% shares. According to Radio Tamzuj, SNP Group Vice President David Galla said, “[The refinery] is operational and in good shape. We have been providing products to Sudan. With the current situation in our neighboring country, we are looking to the East African region. We have already been contacted by several companies in the region, as well as the Congo.” Galla expects exports to fellow East African countries will begin in August or September. Although it has the third-largest reserves in sub-Saharan Africa, South Sudan has historically been forced to import most of its refined oil for domestic consumption. According to Oil Review Africa, Nilepet recently delivered three trucks of refined petroleum to the nation’s capital Juba and South Sudan expects to refine enough diesel and gasoline for domestic consumption. Bentiu Refinery currently refines 3,000 barrels of petroleum per day and expects to start refining 10,000 by August or September. As per Oil Review Africa, Bentiu Oil Refinery cost $100 million to build and is one of South Sudan’s five refineries that have a planned total refining capacity of 127,000 barrels per day. According to The Energy Republic, SNP Group would also like to sell its low-sulfur, heavy fuel oil domestically to serve as electricity to cut local power consumption costs. As per The Energy Republic, 70% of the oil Bentiu Refinery processes has close to zero sulfur, which is rare.
