The village of Vasylivka, located in the Mykolaiv region, was founded in the second half of the 19th century by German colonists and was named Wilhelms-Tal. Which translates as Wilhelm's Valley. Complaint. Agreeing with the resolution of the Odesa District Administrative Department, dated last May, 1926, on the termination of the contract with the community for the building occupied by it for religious worship, the Tiligulo-Berezan District Executive Committee, on March 28 of this year, offered to immediately vacate the said building. Submitting this complaint against the above-mentioned resolutions of the District Administration Department and the District Executive Committee, we hereby declare the following: The building occupied by the religious community in the settlement of Vasylivtsi was built in 1886 specifically as a prayer house and since then, continuously, for 41 years, it has been used exclusively for this purpose. The Vasylivsk Lutheran religious community has up to 150 adult members. None of the clauses of the contract concluded with the Executive Committee was violated by the community. In October 1925, the Vasylivska Labor School, which was located in another building in recent years, occupied the premises belonging to the prayer house and adjoining it. These premises have a separate entrance and were previously occupied by the village council, which, with the transfer of the labor school to the prayer house, moved into the premises that the school occupied before. The labor school occupied the premises of the prayer house without asking permission, neither the population nor the village council. The resolution of the Tiligulo-Berezan District Executive Committee dated April 12, 1926, on the termination of the contract with a religious community, which was an act without a survey and the consent of the population, can hardly be considered in accordance with the law and expedient, because as it can be seen from the attached extract from the minutes of the general meeting of the Vasyliv village council from On September 4, 1924, out of 22 people present at that meeting, 17 spoke in favor of repairing the old school, with one "against" and 4 abstaining from voting. It can be seen from this that the population could not speak in favor of closing the only prayer house of the Lutheran religious community and handing it over exclusively to a labor school. The premises, which were occupied by the labor school before the transition to the prayer hall, of course need to be repaired. The religious community, which consists of only German peasants, also includes 26 members of the KNS, agrees, along with other residents of the village of Vasylivka, to participate in the necessary expenses for the repair of the premises for the labor school, but it cannot put up with the opinion that it will take away the last "hotbed" of the resting place in which she spends her leisure time for more than 40 years, where believers gather every evening after work and on holidays for prayers and to listen to sermons of a moral and religious nature. The above prompts us to request the cancellation of the above-mentioned resolution of the Odesa District Administration Department and the Tiligulo-Berezan Regional Executive Committee, on the termination of the contract with the religious community, and the seizure of the building used for religious worship, as adopted in violation of the VUCSA Ka circular of August 14, 1924 under No. 131, on procedure for closing prayer institutions. Bearing in mind the upcoming holidays, i.e. a break in the educational process, we ask you to provide a time frame in which to carry out the necessary repairs of the premises, which were previously used as a labor school, and which must be carried out at the general expense of all residents of Vasylivka villagers.
