Billing account management is crucial from a budgeting point.
GCP gives you multiple options to manage to bill effectively.
You can have multiple billing accounts under one account.
One Billing account can have multiple projects, not vice versa.
You can stop the billing of any selected project and this project will no longer be able to use product & services which are not free.

The Billing account generates project-wise bills based on resources used. At the bottom line, Google bills you for resources used and you need to assign resources to the project to use them. So instead of the bill you separately on each resource, googles bills you based on each project’s resource utilization.
One Billing account will work on a single currency and generate a single invoice for all projects assigned.
You can have different billing accounts in case of multiple currency payment is needed.
Billing account had payment information however will not process payments. Billing accounts are linked to Google Payment Profile for payment processing.
Cloud Billing Account Types
GCP provides two types of Cloud Billing accounts:

When you create your payment profile in GCP, google will ask you payment details, Tax details, and profile type. This information should be correct as this cannot be changed.
Payment profiles can be of 2 types:-
Individual
You will make payments as it’s your account
You can not add any other user to manage payment profiles
Business
You are there to manage payments but it’s not your payment
You are making payments based on company, organization or institutions

Cloud Billing access control - Billing Roles
Cloud Billing with the help of Cloud Identity and Access Management (Cloud IAM) provides you the ability to control the permissions on billing functions and permissions to specific users. You can plan which user will have which extend billing permissions.
Billing Data Export
Cloud billing data export helps you in data-driven decisions for cost effect cloud resources management.
Google will send your Google Cloud Billing Data to BigQuery
You can export BigQuery data for analysis or can use Google Data Studio for visual analysis
BigQuery data is not live and may have some delay in the data push.
BigQuery captures billing data from the configuration of the BigQuery dataset. You will not be able to view data before that.
Google suggests enabling BigQuery data export just after the creation of a billing account to ensure you haven't missed any data for analysis.
One BigQuery data set for each billing account. You need to create new data set as soon as you create a new billing account
Billing & Budget Alerts
Budgeting & Alerting helps you for live monitoring on cloud cost and timely corrective actions
You can configure alerts for a complete billing account or limited to project or any services.
Alerts can be configured to required stakeholders
You can also redirect alerts to Pub/Sub for programmatic actions by passing this to another function. This way you can automate the action when the budget threshold breached.
