Law enforcement, officials take new step to stop repeat juvenile offender in Maryland
7News has been following the case of a 12-year-old boy accused of more than 20 thefts. However, due to Maryland's Juvenile justice laws, he has yet to be charged.
The teenager, according to police, has been on a crime spree for months and has been caught again recently with a stolen car in Maryland. In each case, he was quickly released because of his age, as the state's law does not permit criminal charges for anyone under 13 years old who is accused of property crimes.
