If you format a drive that is larger than 32 GB from Windows, you'll be given the option of exFAT or NTFS, but not FAT32. If you try formatting it in Command Prompt, it will end up with an error "The Volume is too big for FAT32".
If your USB flash drive is bigger than 32GB and want to format it as FAT32, you can try these steps:
Step 1. Download and install DiskGenius Free Edition: https://www.diskgenius.com/free.php
The free edition is good enough to format USB drives or SD cards to FAT32, NTFS, exFAT, or EXT4.
Step 2. Once the application is installed, open it. Locate and select the USB flash drive you want to format and click the "Format" button.
Step 3. Choose FAT32 as the file system from the drop-down menu, and click the “Format” button to initiate the formatting process.
Step 4. Remember formatting erases all data on the drive, so be sure to back up any important files. Click Yes to proceed.
