Binary numbers could be unsigned numbers (only positive) or signed (positive &negative)
The signed binary numbers differentiate between the positive and negative binary numbers using sign magnitude form, one's complement form, two's complement form.
This video covers the details of one's complement form.
Overview of signed & unsigned binary numbers: • Sign magnitude representation

This video explains the conversion of a decimal number to 1's complement binary number and vice versa.
There is nothing to do with positive numbers in one's complement.
The negative binary numbers are represented in one's complement form. The one's complement of a positive number becomes the corresponding negative number.
The one's complement is obtained by inverting all the bits (change all 0s to 1s and all 1s to 0s).
The one's complement makes subtraction easier. The complex binary subtraction can be carried out with simple binary addition. Check out the whole video to understand the simple procedure of binary subtraction using one's complement method.
It also makes the addition of two negative numbers simpler. The addition of two negative numbers using one's complement is also explained clearly with an example.
The range of one's complement numbers is also described. (This could be expected in competitive exams)
