Are Cheap 1mW Lasers Really 1mW?

The issue here is not that lasers are too powerful in general, its that these lasers are being sold as 1mW when they clearly are a lot more powerful. 1mW is considered a "safer" laser but if these 1mW lasers aren't trustworthy people are unknowingly buying powerful laser pointers.
Let me know your thoughts in the comments, should retailers be getting away with this?
Remember lasers are dangerous, they are NOT toys! Never point lasers at any living thing / moving vehicles! Be sensible and responsible when using lasers!
