A Streetpass relay connects to the nintendo network and collects a number of people who have also passed by a relay and sends them to you and you to them. You Can streetpass someone in the US from the UK or From the US to China etc.
You are limited to 6 people every time you streetpass someone, so you will get a maximum of 6 until it refreshes and moves to a different zone, but this is configurable!

I recommend that most of you just leave it at 20% and take the passes as they come. Advanced users feel free to tinker like I show you.
