Let's assume a hypothetical Hazmat situation: A cargo train carrying vinyl chloride derails. The officials then take a decision to release and burn all the vinyl chloride from the train wreck.

Question no. 1: According to the former Director of the National Institute of Environmental Health Sciences, Dr. Linda Birnbaum, and other experts, burning vinyl chloride can expose the environment to dioxins—chemicals that remain intact in the environment for decades, and sometimes, also enter the food chain. Published NIEHS research shows that dioxins can cause cancer, type 2 diabetes, and heart disease. Shouldn’t the authorities conduct this critical dioxin test? Yes, they should.

Question no. 2: When vinyl chloride undergoes combustion, it generates, hydrogen chloride, carbon dioxide, carbon monoxide, and carbonyl chloride or “phosgene,” a chemical warfare agent used during World War I. Luckily there are standard tests available for the detection of phosgene in air. For instance, according to a paper published in 1995, a porous cellulose tape impregnated with a processing solution containing 4-(4-Nitrobenzyl)pyridine, N-benzylaniline, and methanol is a highly sensitive means of detecting phosgene present in air. It maintains stable sensitivity for at least three months in air in a desiccator. Moreover, phosgene has a relative vapor density of 3.42, which means that it is 3.42 times heavier than air and is therefore likely to remain close to the ground. So, shouldn’t the concerned authorities be conducting tests for detecting residues of phosgene, unburnt vinyl chloride, and hydrogen chloride? Yes, they should.

Question no. 3: The U.S. EPA identifies at least 5 known environmental laws that specifically apply to dioxins. The corresponding link has been shared in the description below. Shouldn’t the concerned authorities ensure perfect compliance with these environmental laws? Yes, they should.

Question no. 4: Should evacuated residents be allowed to return before the concerned authorities conduct all sorts of environmental tests? No, absolutely not!

Question no. 5: If cargo train companies lobby against common-sense-based safety regulations and authorities violate environmental regulations, then can the affected communities file a class-action lawsuit against them?
