Presents various issues related to tribes in Montana in 1974 using both historical information and contemporary interviews. Addresses several problems, including water rights, land use, and tribal educational systems, and explains how these issues relate to recent decisions made within the larger Montana State government. Blackfeet, Flathead and North Cheyenne representatives are interviewed, and the film speaks with both tribal and non-tribal educators, legislators, and community leaders.
