How To Lock Channels in Discord
Locking Channels in Discord is not that straightforward. Here's how you do it.
To lock a certain channel, click on the gear symbol next to the channel. Then go to Permissions. Now, for the "Everyone" role, disable every single permission.
Now, from the Roles/Members list, select the roles/members that you would like to give access to the channel. Give them at least the "read messages" permission and they will then be able to access the locked channel (or at least see the messages in the channel, depending on the permissions that you set).
If you create a new channel, locking the channel (making it private) is a bit different.
Create a new channel by right-clicking in the top left corner (next to your servers name). Then choose "Create Channel." Now, in the pop-up window, activate the "Private Channel." and choose the roles that you would like to give access to your channel.
