Images and layers in Photoshop can be rotated via the transform mode. To enter the transformation mode in Photoshop you will need to select a layer and press Ctrl + T or Command + T on a Mac. With the transform mode you can rotate an image by hovering outside of the image, then clicking and dragging in the direction that you want to rotate. Right clicking on an image while in the transform mode will also provide limited options for rotation.
The transform mode also allows you to rotate via the rotation option in the top bar. Here you can set the exact rotation you want in degrees. Confirming the rotation and exiting the transform mode can be done by pressing the tick icon at the top, or by pressing enter on your keyboard.
