Go to the "Graphics" workspace by clicking on the "Graphics" tab in the top menu.
Click on the "Text" tool in the toolbar or use the shortcut 'T'.
Click on the Program Monitor and type your desired text.
Adjust Text Properties:
With the text selected, you can adjust its font, size, color, and other properties from the Essential Graphics panel or directly in the Program Monitor.
Animate Text Position:
Go to the beginning of the timeline and set a keyframe for the Position property of the text layer.
Move forward in the timeline to where you want the animation to end and adjust the position of the text.
Premiere Pro will automatically create a keyframe for the new position.
This creates a basic animation of the text moving across the screen.

Go to the Effects panel (Window Effects).
Search for "Directional Blur" and drag it onto your text layer in the timeline.
Adjust Blur Settings:
In the Effects Controls panel, locate the Directional Blur effect applied to your text layer.
Adjust the Blur Length and Direction parameters to create the desired motion blur effect.
Increase the Blur Length to make the blur more noticeable.
Adjust Keyframes:
You may need to adjust the timing and placement of the keyframes for the text animation to synchronize with the motion blur effect.
Fine-tune the animation and motion blur settings until you achieve the desired result.
