SOLUTION AS OF MARCH 2020:
1. Open this page in your Computer/PC: / account_notifications
2. Scroll down till you see the section: "Your preferences"
3. Find the label that says: "Your YouTube channel updates" (this one has a toggle button against it)
4. Under the "Your YouTube channel updates" option, there will be a wide (clickable) gray box that has a label called: "Unsubscribed emails". Just click on it.
5. New options show up. Find the one that says: "Someone subscribes to my channel" and press the RESUME link/button against it.
