In this tutorial on Photoshop, I'll show you how to apply blur. It surprises me how difficult it is sometimes to use some tools on photoshop. And this time I came across the tool called blur. Yes, it is not straightforward to use blur. If you try to blur something in a new layer and you keep clicking and nothing happens, you have to make sure "all layers" is checked, otherwise, your blur wouldn't work.
