🌟Steps
1.Open capcut and select the video and add into new project.
2.Play the video then create a duplicate of the video,select overlay then move overlay below maintrack video.
3.Select effects, video effects ,lens then select blur.Match the blur with the video.
4.Select the overlay video then mask,choose rectangle mask and adjust it's size then fit on the car plate number.
5.Play the video then export
