1.Open vn and select video.
2.Select the video and create a duplicate.
3.Select original video then select BG,image then adjust the blur effect.Select the video and move it downwards to reveal the blurred background.
4.Select the duplicated video and move above the blurred video then select fill.
5.Select mask then choose the rectangle mask,invert the rectangle,resize the rectangle mask and fit the blur effect on the car plate number.
6.Play the video then export.
