Flushing your water heater to remove sediment is a task maintenance task you should do annually (according to some random folks on the Internet.) The timing really depends on how dirty your water heater is - and you can find out by draining off a bit of sediment from the bottom valve. But to really get the sediment out, you need to agitate the water inside the tank.
The sediment buster allows you to use a compressor or even a bike pump to push air into your tank from the bottom, mixing up the sediment and allowing it to flow out with the water.
