Oblivion - Mages Guild - Final Recommendation Quest Arcane University
Very simple.
Once done getting all the recommendations from each major city, go speak with the guy in the foyer of the Arcane University to be granted access to the University.
Pretty much the only reason I did these quests was to get access to the spell making thing.
Yes, I know I can download the Frostcrag Spire (which I have already) but you need to kill those elementals to get the salts and I wanted to level up my magic NOW!!!

I have leveled up my character completely. So It's now basically quest/playing time!
