How to Uninstall Chrome When it Says You Have a Window Open
When Chrome throws the error and Chrome won't uninstall because it says you have a window open, and you're sure you don't, it's because it's still running in the background. The quickest way to uninstall Chrome, or in my case uninstall Chrome so I could reinstall Chrome (it had been getting glitchy), is to turn off that background process.
If Chrome says I have a window open, I just go down to the pop up bar for background processes on the right side of my task bar near the time/date stamp. Click on that upward arrow/caret, and then right click on the Google Chrome icon and go down to Exit. Now you should be able to uninstall the Chrome browser.
