This about drove me nuts, but this is how to change the document's all over background color in Canva. You need to be in the right kind of "document."
"Doc" or "Document" is not the right kind of file. It creates a paper-like/note taking setup.
To do this you need to create a custom sized design, and then you will see the options to change your background color.
