For checking the latest exchange rate, you can go to Payment methods page using this link: https://www.paypal.com/myaccount/money/ , login to your account and then click on currency calculator.
Keep in mind that PayPal's own exchange rate is always lower than that of standard exchange rate, so make sure that you check the standard exchange rate first before sending/receiving money using PayPal. Apart from low exchange rate PayPal may also charge you certain amount of transfer FEES for itself.
