A Rochester Police officer is on desk duty while the department investigates an incident involving him and an EMT.

An RPD spokesman says it began Monday in the parking lot at Strong Memorial Hospital - and then continued inside the emergency room.

13WHAM has obtained security camera footage showing the investigator approaching the employee of Monroe Ambulance, then placing her in handcuffs.
