I have been experiencing erratic behavior when scrolling for some time, it turned out to be caused by a Hardware issue. Specifically a broken Mouse Wheel.
After some research online, I found a very simple solution to the problem involving a small fragment of paper, which completely solved the problem. I suspect it happened due to bad design and/or wear and tear. But anyway, I am just glad it was not a software or driver issue, since those tend to be a harder to fix in Linux. The problem both occurred in Windows and Ubuntu!
By placing a small piece of paper inside the Mouse Wheel socket I managed to put an end to the jumpy scroll behavior. This Mouse was a Rapoo 1090P G5 wireless mouse!
The problem was that the mouse would often scroll jump a step in the opposite direction of the direction that I was scrolling. This problem meant that it was difficult to enjoy reading, since I would constantly be battling with my scroll wheel.
When I opened the mouse I was not able to tell that there was anything wrong with the wheel socket. When observing the socket carefully, with the naked eye, it did not look like there was anything wrong—the socket looked like it was turning just fine when using the wheel, so I was not very optimistic. However, I still decided to try placing the piece of paper inside the socket, and to my surprise it actually worked!
This is now several days ago, and the problem has not happened since :-)
