In this Unity Tutorial Matthew Hallberg shows us how to emit particles from a mesh using the point cache bake tool and how to sample colors from the texture applied to that mesh. This was done using the Universal Render Pipeline and does run on Android and iOS. The demo from the intro was utilizing this effect in augmented reality with Vuforia's cylinder tracking.
