Dr. Kris Francisco, a Research Fellow at the Philippine Institute for Development Studies (PIDS), specializes in development economics, applied econometric analysis, and transportation economics. She previously served as an Associate Professor at De La Salle University School of Economics and has consulted for the Department of Trade and Industry, as well as the Asian Development Bank Institute in Tokyo, Japan. Holding a PhD in Public Economics from the National Graduate Research Institute for Policy Studies in Tokyo, Dr. Francisco's latest paper, Improved Inter-Island Transport Connectivity, Local Employment, and Job Quality, examines the impact of the Roll-on/Roll-off (RORO) policy on local employment and job quality in the Philippines. Using a difference-in-differences approach, the study compares employment outcomes in municipalities with RORO ports to those without, revealing that female workers with middle and high skill levels benefited significantly, particularly in the services sector, including finance and insurance industries. This research highlights the role of transport infrastructure improvements in enhancing local employment and job quality.
