The original Blackbox US boxart depicts the palette for Bowser's Castle as Blue-ish white. In-game it appears as white. The Game Genie code I created changes all of the castles to blue-ish white resembling the boxart of the game. Why was it different in the game? No one knows. The artist at Nintendo may have drawn the boxart from reference and wasn't given specific details when drafting the image, or it may have been designed at an earlier stage in the game's development, or perhaps it is a result of Shigeru being unsure in his decision regarding the palettes because it is known that he couldn't decide the sky. Nintendo doesn't even know the correct palette for the NES as seen inconsistency wth their emulators.
