Game incrases FPS a little bit for low-end computers. High end computers may not experience any benefit from using game mode.
Low-end systems benefit more from Game Mode, because they are already bogged down from running your game while keeping other backgroung processes going. Thus, priotizing the resources for your game instead of unecessary processes can slightly increase performance.
But, this increased FPS or performance gain is very little, because Windows is limited in how many processes it can suppress. Some processes still need to work for your computer to stay running. What is more, if your GPU or CPU is far below the game's system requirements, there is very little you can do to overcome such hardware limitations with just software optimization.
A high-end computer, on the other hand, may be perfectly capable of running your game while comfortably running other background processes. Thus, suppressing other background processes would not help, since your PC's hardware had no difficulty running the game in the first place.
Finally, Game Mode actually causes problems for some gamers. The reason may be due to bugs from Game Mode itself or because of the fact that Game Mode might accidentally suppress other processes that may be related to your game. If you feel that this is your situation, disable Game Mode.
