Seoul is almost completely destroyed by a powerful earthquake, but one apartment complex turns out to be unharmed. The island of safety is filled with crowds of survivors, and the locals soon decide to get rid of the uninvited guests. They elect a leader, hold a secret ballot, kick out all non-residents, and set up an ideal society with orderly squads, medical staff, and extractors.
