I used an AI image generator to make this face, you could find one for yourself or even draw something. The fastest way to do this is to use the Magic Wand tool in Photoshop to select the outline of the face, then press CTRL+J to make the outline its own layer.
Hide the original layer and saved it as a JPEG or PNG.
You could do this in MS paint (or the like), but it takes longer.
Then go to this website to convert the image to SVG.

Import the SVG into Tinkercad and click "ARTBOARD" then
set the size to whatever you want. I'm going small, 40x40, for this demonstration. You can also resize this later in Tinkercad as you normally would.
Now when you click on the part, the shape settings has a drop down menu
where you'll select "Outer Line". This slider changes the wall thickness.
I'm going to set mine to 2mm.
Then I duplicated it, and changed the outer line to 6mm and made
the thickness 3mm, and aligned those parts to center on each other and
grouped them together. And there you have it, a custom cookie cutter.
You can also grab a block and make it the same thickness as the back piece of the cutter, in my case, it was 3mm thick. This serves as a handle or just makes the cutter stronger.
