See, Vader was badly hurt from inhaling the lava ash on Mustafar to the point where his lungs and vocal cords were severely damaged and he could only breathe and talk for a limited time without the help of his suit.
And with these injuries, Vader had breathing tubes placed inside his lungs, a pressurized helmet for air and a voice annunciator to help him speak!
But with all this machinery, Vader still had a harder time breathing cuz his lungs were severely damaged but the annunciator, voice speaker and ventilator in his suit made his breathing sounds louder and more noticeable!
