USB Fan Working even after restart? You can fix the issue by one of these two methods.
Method 1: Go to device manager - universal serial bus controllers. Right click and uninstall all instances of "USB Root HUB". Just uninstall! Don't delete/remove if asked! Click on Action on the top and scan for hardware changes to bring it back!
Method 2: Open USB Root HUB. Power Management - Turn ON
"Allow the computer to turn off this device to save power"
Turn OFF/Uncheck "Allow this device to wake the computer" to disable it.
Make the same changes to all instances of USB Root HUB
