In the video I show you how to fix the issue in windows 7, but its exactly the same process in windows 8 and 10.
First click on start menu and type in "programs" with out the ", then click on "Programs and Features" then click on "Turn windows features on and off" in the window that pops up scroll down and tick the box next to "Telnet Client" then hit ok.
Windows will not install the telnet application. When the application is installed you will need to restart your machine. After you have restarted you will be able to use the telnet application without getting the error "telnet is not recognized internal or external command"
