Wacky Kart is an arcade kart racing game and the prototype from which Wacky Wheels (by Apogee Software) and Skunny Kart (by Copysoft) were done. The developer, Andy Edwardson, has been inspired by Super Mario Kart on the Super Nintendo. He wrote an engine to display a rotating three-dimensional map on the screen. This has been considered as being impossible in that time, because the PC didn't have such a DSP chip to do this fast enough.
However, he actually did it and he presented his result to the Copysoft crew. Copysoft was quite excited, but they didn't make a commercial agreement. Edwardson wasn't sure if they ever get this game. He came across Apogee and they fought with Copysoft over royalties ending up that Apogee got the right to distribute the game. The developer just made one mistake: He left the source code on the demo disk which he handed out to Copysoft. At the end, Skunny Kart was released before Wacky Wheels.
Thanks to FamicomGamer78 for the raw video. According to him, this game doesn't have any sounds and you have to use a joystick in order to play it. It just contains three single player courses and only one multiplayer test course without being able to actually play against someone else.
