Once you learn the ranges on Beth's attacks, it's hard for it to ever be a threat to you.
If Beth charges at you, let it get close enough to attack, and then run away to deal with either attack variant this could cause. Run to the side if Beth tries to fly into the air and shoot wind blades at you. Bait away the wind pillars Beth drops before running in for a quick counter.
If Beth starts spinning in place, simply get far away, as there's nothing you can do but let Beth emit shockwaves. If Beth ascends like a dragon into the air, get some distance so you can watch the incoming tornadoes. This attack gives you your best opportunity to use bursts, as Beth stays vulnerable for quite a while after the tornadoes fade.
Beth will gain a slight amount of health back even if you absorb all the wind sigils from its revival attempt - it won't be allowed to use it again, and will go down quickly after.
