Classic WoW - Heroic strike "bug" overview - no DW miss penalty on offhands.
This "feature" has been confirmed by blue posts to stay for the remainder of classic so might as well go through how it works now. For most people I imagine it'll just act as a passive buff to fury DW, but it does slightly impact gearing as it further devalues hit past the yellow hit cap so I think it's good to understand how it works.
