Since the foundation of Tibetan Democracy took place in exile, which is an outcome solely initiated by the great fourteenth Dalai Lama. This was primarily to ensure that the system of government of Tibetan-in- exile fully conformed to the modern democratic principles rooted in a fundamental legal charter. In light of this, interviews were conducted with the following research experts, author, and a former minister about their critical observations and the uniqueness and limitation of exile Tibetan democracy.
