If you want to export your Photoshop project as a PDF file, there are two different ways to do it whether you want to export a single-page PDF, or create a multi-page PDF document in Photoshop. For creating a single-page PDF, you can do so using the same export method as most files, which is File - Save As then setting the format to Photoshop PDF. As for multi-page PDFs, you must first go to File - Automate - PDF Presentation to open and combine all your opened photoshop files into a single multi-page PDF document.
