(who can't get mods to work through MO2 while having done everything, try following):
There is a Starfield.ini in the game folder (where Starfield.exe is). This file already contains an entry for sResourceDataDirsFinal in [Archive] section, which is following:
sResourceDataDirsFinal=STRINGS\
REPLACE IT with following two lines:
sResourceDataDirsFinal=
bInvalidateOlderFiles=1
