On September 19, parliamentary elections will be held in Russia. There’s no expectation that United Russia, the party devoted to President Vladimir Putin, will lose its dominance of the State Duma, the elected lower house of parliament. Therefore this video will not be about politics. Instead I will tell you all about elections in Imperial Russia or Soviet Union and try to explain how the voting procedure itself takes place in Russia.

The Federal Assembly is the national legislature of the Russian Federation, according to the Constitution of the Russian Federation (1993). The Federal Assembly consists of two chambers, the Federation Council and the State Duma.The State Duma consists of 450 deputies, elected for five years. Half of the Duma's seats are filled by direct election. But each voter makes a second choice on their ballots for the second half of the chamber's seats, as part of a process known as "party lists". But it was not always done that way. The State Duma as a legislative and advisory institution of the Russian empire was established under the Manifesto of Emperor Nicholas II of August 6, 1905 ‘On establishment of State Duma’. Within 11 years there had been elected four State Duma’s convocations. On October 6 (19), 1917 the State Duma of the fourth convocation was dissolved by the Provisional government due to the establishment of November 12 (25) the date of the election to the Constituent Assembly on and the beginning of election campaign.
There were also elections in the Soviet Union. Shocking, I know. Elections in the Soviet Union were always akin to public celebrations, where people danced and where food and deficit goods were in abundance. Akin to other states, where political power was monopolized, the turnout of the Soviet elections was always exceptional: near 100%. Those who participated in the Soviet elections say there was no pressure to attend. Instead, people went to vote voluntarily, because they considered demonstrating their faith in the system their duty, but also because they were subtly incentivized to attend by the authorities. There was no opposition in the USSR. The Communist Party of the Soviet Union (CPSU) was the only legitimate political force in the country. All citizens were expected to support it and any opposition to the party line was regarded as a sign of untrustworthy dissent. Most of the candidates ran on the CPSU’s platform, yet there were also formally independent candidates. Nonetheless, those also ran in alliance with the CPSU candidates and not against them.
