The Disruptor Gear Set is attained at the very end of The Veteran Questline.
Step 1: Find all 16 Encrypted Transmissions in Planet Orbits

2:26 - Sefin's Journey 03
3:03 - Sefin's Journey 01
3:38 - Maranda's Mistake 02
3:58 - Maranda's Mistake 04
4:25 - Maranda's Mistake 03
4:54 - On the Run 01
5:30 - Maranda's Mistake 01
6:03 - CIS Transmission 04
6:35 - CIS Transmission 01
7:04 - CIS Transmission 02
7:46 - CIS Transmission 03
8:19 - On the Run 03
8:54 - The Veteran Questline
10:47 - Disruptor Gear Set
You can start the questline by only finding 4-5 of these transmissions, but you are not able to finish all steps without more of them.
Step 2: Find MT7 on Akiva's Abandoned Landing Pad and complete his quests
With the encrypted transmissions, visit the abandoned landing pad on Akiva. Use your intel to mark it on the map if you're having trouble finding it. Meet MT7 here and follow his questline to completion. You'll need to find a few of his clones, go into orbit to play a transmission which will fail, and revisit him. At the conclusion of the quest, you'll receive coordinates to a hidden spot near Sashin. Go inside to find the Gear Set.
