Photographers use different lighting setups. Here, we're using the ring light effect. Experiment with shapes, setups, and references.
Use the ellipse tool with white fill to draw a circle on the iris. Apply stroke, inner glow, outer glow in blending options. Adjust placement to match mood.
Soften light edges with Gaussian blur.
Duplicate for the other eye. Add overlay blending layer, paint with soft brush against light source, apply Gaussian blur.
Adjust duplicated layer's opacity.
