This video will help you understand exemption 3585 and exemption 17347 which allow airlines operating under 14 CFR Part 121 operational rules to dispatch flights when weather at the destination and first alternate are forecasted to be below required minimums (under a specific set of parameters, as explained in this video). Please note that not all airlines are approved for these exemptions. Each airline is different, and this is not a regulation but an exemption an air carrier might or might not utilize.
